Course Description
Ambulatory Surgery Centers (ASC) can pass local building and fire inspections and still encounter significant NFPA 101 ‘Life Safety Code’ and NFPA 99 ‘Health Care Facilities Code’ deficiencies during a CMS/Medicare deemed status or accreditation survey. This course examines common Life Safety challenges facing both newly constructed or converted ASCs and existing facilities. The presenter will explore common gaps in new ASC construction, including emergency power and Essential Electrical System requirements, and provide strategies for incorporating Life Safety expertise early in the design and construction process to avoid costly construction delays, postponed procedures, and disruption to operations. For existing ASCs, the presentation will highlight five common areas of Life Safety deficiencies: smoke and fire barriers, hazardous areas, fire and emergency plans, means of egress, and emergency electrical systems. Participants will learn practical, proactive strategies to identify and correct Life Safety Code issues before the surveyor arrives, helping reduce the risk of costly findings and interruptions to patient care.
Learning Objectives
- Explain the differences between local code compliance and CMS Life Safety Code requirements, including the importance of NFPA 101 and NFPA 99 for Medicare-certified ASCs.
- Recognize five common Life Safety deficiency areas in existing ASCs—including smoke and fire barriers, hazardous areas, fire and emergency plans, means of egress, and emergency electrical systems.
- Identify common NFPA 101 and NFPA 99 compliance gaps that can occur during the design and construction of new or converted ambulatory surgery centers, even after local building and fire code approval.
- Apply proactive Life Safety strategies throughout design, construction, and ongoing facility operations to identify deficiencies before CMS or accreditation surveys.
- Develop a survey-readiness approach that helps reduce the risk of costly deficiencies, operational disruptions, and postponed procedures.
Instructor
Dale Lyman, CFPS
Dale Lyman has over 35 years of experience in fire safety and is a Senior Fire Protection Consultant for Telgian Engineering & Consulting. He has extensive public service experience as a Fire Chief, City Emergency Manager, and Fire Marshal as well as earning multiple ICC Certifications.
Dale is a former member of the NFPA 99 ‘Health Care Facilities Code’ technical committee and authored the “Ambulatory Surgery Center Safety Guidebook” which is widely used for healthcare life safety compliance. He holds a Certified Fire Protection Specialist designation from NFPA and advises on life safety compliance for healthcare clients nationwide.

Certificate of Completion:
Each participant registered, attending the full live training webinar or viewing the post-live recorded on-demand webinar will receive a Certificate of Completion (you must be registered under your name to receive a certificate, one certificate per registered participant). This certificate will include the participants name, training subject, date, number of training hours completed and the Fire Smarts name, address and phone number.
Certificates will comply with International Code Council (ICC) CEU requirements for ICC approved training courses. Fire Smarts is an approved training provider of the ICC. ICC CEU’s are assigned based on 0.1 CEU per training contact hour.
Certificates can be used as supporting documentation for CPD points required for NICET certification. This applies to the “Additional Education” section of NICET Policy #30 on Continuing Professional Development that allows for CPD points for education to advance, broaden and enhance technical knowledge and job skills.
